A PROCLAMATION : May 1, 2025

The rule of law is the capstone of our constitutional order and the crown jewel of the American way of life. Beginning with the ratification of the Constitution, people and nations near and far have looked to the United States as a guiding light of liberty and justice. As our Nation commemorates Law Day, U.S.A., and Loyalty Day, we reaffirm our loyalty to the Constitution, and we renew our pledge to preserve and protect our glorious inheritance of fairness, equality, and freedom against all threats, foreign and domestic.

For centuries, the world has revered America for its devotion to the timeless principle of equal justice under the law. Tragically, in recent years, our constitutional heritage faced an existential threat from a political class that abandoned justice in favor of political retribution (Trump has currently singled out individuals who showed Loyalty to our country above the loyalty to himself in official Presidential Memoranda's. Trump has targeted Law Firms in Executive Orders to pressure into serving Loyalty to him, which now a Federal Judge has ruled "unconstitutional and declaring it an attack on the foundational principles of the American legal system.") . Under the previous administration, Federal law enforcement agencies outrageously allowed violent criminals to roam our streets with impunity while targeting parents (referring to The National School Board asking the the Biden Administration for help due to a rising about of violent threats from parents at school board meeting and schools wanting to keep their teachers and students safe), churchgoers (who chose multiple times while knowing the consequence of their actions to violate the FACE act and block abortion clinics sometimes resulting in injury of staff) , political opponents (for abuse of power, fraud, inciting a insurrection), and ordinary citizens (there is no records of the Biden Administration using law enforcement agencies to go after ordinary citizens when no crime was involved, law enforcements job is to go after ordinary citizens who are also criminals). This weaponization of our Government is a threat to our sovereignty and is antithetical to our Nation’s most sacred principles, reminiscent of evil communist regimes.

This erosion of the American justice system ended the moment I took the oath of office. Under my leadership, our Federal law enforcement agencies are again being guided by the cornerstone American principles of fairness and impartiality — and the constitutional rights of every American citizen are being swiftly restored.

As we continue the work to restore justice in our courtrooms, order on our streets, and respect for our laws, we solemnly remember the more than 100 million victims of communism in the 20th century whose lives were viciously taken, and we stand in solidarity with the innumerable people across the world currently under captivity by communist leaders.

First proclaimed by President Dwight D. Eisenhower in 1955, Loyalty Day was inaugurated to directly counter commemorations of May Day — which was frequently celebrated by communist groups (in Russia)— and to serve as a beacon of hope to all those still blighted by the horrors and injustices of communism and tyranny. To this day, America is a living reminder that the precepts of our Nation’s Founding will always transcend the evils wrought by communism and dictatorship. As President Ronald Reagan famously remarked in his 1989 Farewell Address, our Nation stands before the entire world as a “tall, proud city built on rocks stronger than oceans, wind-swept, God-blessed, and teeming with people of all kinds living in harmony and peace.”

For nearly 250 years, the United States had proudly carried forth a grand tradition of legal and political thought stretching back to the earliest days of Western civilization. Today, we acknowledge that our commitment to the constitutional rule of law is our pride, our glory, and an enduring source of American greatness. We recognize that love of country requires loyalty to country — and that a Nation without the free and impartial rule of law is not a Nation at all. Above all, we vow to usher in a new era of justice, integrity, and honor in our culture, in our courtrooms, and in our halls of Government.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, do hereby proclaim May 1, 2025, as Loyalty Day, and in accordance with Public Law 87–20, as amended, as Law Day, U.S.A. I call on all Americans to observe this day by reflecting upon the importance of the rule of law in our Nation and displaying the flag of the United States in support of this national observance, as well as by learning more about the proud history of our Nation. I urge all Government officials to display the flag of the United States on all Government buildings and grounds on this day.

A PROCLAMATION ON LAW DAY, U.S.A, 2023

When our Founding Fathers convened to write the Constitution over 235 years ago, they set in motion an experiment that changed the world. America would not be a land of kings but a Nation of laws. Since then, generations of Americans have worked to defend and improve our laws, hold accountable those who break or undermine them, and ensure equal rights and protections for all. On Law Day, we celebrate the rule of law and rededicate ourselves to the pursuit of a more perfect Union.

Our Nation and world are at an inflection point. At home and around the globe, autocrats and dictators threaten the rule of law. Our democracy is under strain, with people’s rights, including the sacred right to vote, at risk. We face a choice between moving backward — unravelling so much of the progress our Nation has made — or moving forward toward a future of possibilities and promise.

We must choose to move forward. That is why my Administration is protecting the right to vote — the right from which all others flow, including the power to establish our Nation’s laws. Since taking office, I have issued an Executive Order promoting access to voter registration and election information, and signed into law the Electoral Count Reform Act, which establishes clear guidelines for certifying and counting electoral votes to help preserve the will of the people against future attempts to overturn our elections. The Department of Justice has also strengthened its ability to fight unlawful voter suppression in the courts. I continue to call on the Congress to pass the Freedom to Vote Act and the John Lewis Voting Rights Advancement Act to further strengthen our democracy.

Respecting the rule of law also means supporting equal access to justice. My Administration reestablished the Department of Justice’s Office for Access to Justice to help ensure that all Americans, regardless of wealth or status, have quality legal aid when they need it and to remove barriers — including language barriers — that prevent people from understanding and navigating the legal system.

We are also working to ensure that hate has no safe harbor in America. I signed the bipartisan COVID-19 Hate Crimes Act into law, making it easier to report hate crimes and helping State, local, and Tribal law enforcement agencies better track these crimes. I secured the largest-ever increase in funding for the physical security of nonprofits, including churches, gurdwaras, mosques, synagogues, temples, and other houses of worship. I convened the first-ever White House summit on combating hate-fueled violence, bringing together stakeholders from around the country to reaffirm that nobody should fear going to a religious service, wearing a symbol of their faith, or simply being who they are. And I established a new interagency group to counter antisemitism, Islamophobia, and related forms of bias and discrimination within the United States.

The United States is standing up for the rule of law around the world. We will continue to marshal security, humanitarian, and economic support for Ukraine as they defend themselves against Russia’s unjust war, which is also an attack on the bedrock principle of sovereignty. To support democracy worldwide,

I cohosted the second Summit for Democracy in March, bringing together government, civil society, and private sector representatives from around the world to promote transparent and accountable governance, democratic resilience, and respect for human rights. We must support free and independent media, fight the corruption that undermines democratic institutions, ensure new technology is used to strengthen democracy, and defend free and fair elections.

The theme of this year’s Law Day, “Cornerstones of Democracy: Civics, Civility, and Collaboration,” acknowledges that each of us has a role to play in defending democracy and the guardrails that make it possible. It also recognizes that the rule of law depends on us seeing one another not as enemies but as fellow Americans. This great national experiment only works if we respect each other’s differences, protect each other’s freedoms, and work together to ensure that “We, the People,” get to choose our own fate and make our own future.

NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, in accordance with Public Law 87-20, as amended, do hereby proclaim May 1, 2023, as Law Day, U.S.A. I call upon all Americans to acknowledge the importance of our Nation’s legal and judicial systems with appropriate ceremonies and activities and to display the flag of the United States in support of this national observance.

Loyalty Day has a different tone under Trump. It is notable and fitting that Trump would chose to combine Loyalty Day and Law Day in one proclamation while other Presidents make proclamations separately.

Whereas it is our moral and civic obligation, as free men and as Americans, to preserve and strengthen that great heritage; and

Whereas the principle of guaranteed fundamental rights of individuals under the law is the heart and sinew of our Nation, and distinguishes our governmental system from the type of government that rules by might alone; and

Whereas o u r Government has served as an inspiration and a beacon light for oppressed peoples of the world seeking freedom, Justice, and equality for the individual under laws; and

Whereas universal application of the principle of the rule of law in the settlement of international disputes would greatly enhance the cause of a Just and enduring peace; and

Whereas a day of national dedication to the principle of government under laws would afford us an opportunity better to understand and appreciate the manifold virtues of such a government and to focus the attention of the world upon them:

Now, Therefore, I, Dwight D. Eisenhower, President of the United States of America, do hereby designate Thursday, May 1, 1958, as Law Day.

I urge the people of the United States to observe the designated day with appropriate ceremonies and activities; and I especially urge the legal profession, the press, and the radio, television, and motion-picture industries to promote and to participate in the observance of that day.

A Proclamation : Loyalty Day 1968

Ten years ago, Congress set aside May 1st of every year as Loyalty Day—a time for all Americans to reaffirm their devotion to our national ideals.

This year Loyalty Day comes at a time when the most cherished beliefs of our Nation are being put to stern tests. It is a time when all of us should think deeply upon our principles, reaffirm their essential integrity, and bear witness to them in our lives.

We believe in freedom. So loyally let us act to make men free.

We believe in peace. So let us pursue it along every road of honor.

We believe in equality. So let us do what we must to assure it for all.

We believe in justice. So let us revere and uphold the law upon which justice rests.

Moreover, we believe these principles are compatible. Freedom need not be sacrificed for peace, nor equality sought at the expense of justice. Yet their achievement is not easy. It will come only if we are a people so united in our beliefs that we are not divided in our loyalties.

On Loyalty Day, 1968, every American should pause to look within himself and put a measure to the depths of his beliefs. Then let us act upon them, a free and united people, loyal as always to our heritage as Americans.

Now, Therefore, I, Lyndon B. Johnson, President of the United States of America, do call upon the people of the United States, and upon all patriotic, civic, and educational organizations, to observe Wednesday, May 1, 1968, as Loyalty Day, with appropriate ceremonies in which all of us may join in a reaffirmation of our loyalty to the United States of America.

I also call upon appropriate officials of the Government to display the flag of the United States on all Government buildings on that day as a manifestation of our loyalty to the Nation which that flag symbolizes.
